While you can make an NTSC master from an HD project using AVID SYMPHONY NITRIS or AVID DS NITRIS, the safest way to downconvert is via a deck -- either looping through or as a dub.
The downconversion straight from Symphony and DS has been and will continue to be used for air as well.
When in doubt on the quality of the downconvert, use a deck.
