Yes, indeed, Bourbon Street in New orleans. That TYPE of costume is very common during Mardi Gras. I had a collection of photos of such costumes... men and women... until Katrina washed everything away. ...sigh...
By the way, my daughter used to work as bartender at Tricou House on Bourbon Street. :-)
I will be auctioning off the purple "shirt off of my back" shortly on eBay. Twat a collectors item. There will also be un-yet seen pictures of other "mousetiteer" relatives included with the shirt!

Well the picture shows the Tricou House at 711 Bourbon Street in the background...this picture was taken in New Orleans, not Disneyland!
