To mere mortals, February 29th is LEAP YEAR DAY, but to editors it is DROP FRAME DAY.
Because the earth wobbles on its axis we need an extra day every four years to offset this.
The same reason why we need drop frame timecode to offset time-of-day timecode.
Were it not for this, things would be simply 60, 30, 24 fps, but we must suffer those as well as 59.94, 29.97 and 23.98 and the cameramen who shoot whatever they feel like without labeling the tapes.
